INTERNAL RULES AND REGULATIONS FOR VISITORS OF THE MULTIFUNCTIONAL ENTERTAINMENT AND LEISURE COMPLEX “EXPORTO”

 

1. INTERNAL RULES AND REGULATIONS FOR VISITORS OF “EXPORTO” AT EKSPORTA STREET 1A, RIGA

These Internal Rules and Regulations apply to all visitors of the multifunctional entertainment and leisure complex “ExPorto” (hereinafter referred to as “ExPorto”) and its surrounding territory at Eksporta Street 1A, Riga.
The premises, parking lot, and surrounding area of “ExPorto” are public spaces. Accordingly, all visitors and guests must comply with these Rules, as well as with the Riga City Council’s Public Order Regulations No. 80 (adopted on 19.06.2007) and all other applicable legal acts.

 

2. OPERATING HOURS OF “EXPORTO”


The multifunctional entertainment and leisure complex is open to visitors every day throughout the year, except on certain national holidays, as indicated on www.exporto.lv.
Opening hours: 00:00 – 24:00
Information about any changes to the operating hours, as well as the working hours of tenants, will be published on www.exporto.lv.
Security staff (hereinafter referred to as “Security”) oversee order within the “ExPorto” premises and its adjacent territory. All visitors and guests must comply with the instructions given by Security personnel.

 

3. VIDEO SURVEILLANCE

For your safety, video surveillance is conducted within the “ExPorto” premises, parking lot, and surrounding area.

4. PROHIBITED ACTIVITIES WITHIN “EXPORTO” PREMISES, PARKING LOT, AND SURROUNDING AREA:

4.1. Entering the “ExPorto” premises before the designated opening hours, as well as remaining in the premises after closing hours, except when explicitly arranged with the “ExPorto” administration in writing.

4.2. Entering the service areas of “ExPorto” without prior registration with the Security staff or without an access card issued by “ExPorto” or without permission from the administration.

4.3. Damaging property within the “ExPorto” premises, including furniture, equipment, plants, flower pots, benches, trash bins, etc.;
Damaging property in the surrounding area of “ExPorto,” such as lawns, trees, plants, flower pots, benches, advertising boards, trash bins, etc.

4.4. . Littering within the “ExPorto” premises or surrounding area;
Disrupting other visitors by making excessive noise, failing to follow established order, or physically or morally offending other visitors.

4.5. Filming or photographing without prior agreement with the “ExPorto” administration, except within the context of “ExPorto” organized marketing activities (participation), which must be arranged in writing with the “ExPorto” administration.

4.6. Placing any objects, items, and/or signs without prior written approval from the “ExPorto” administration.

4.7. Advertising any products or distributing promotional materials without prior agreement with the “ExPorto” administration.

4.8. Engaging in any form of commerce without prior approval from the “ExPorto” administration.

4.9. Smoking or using e-cigarettes within the “ExPorto” premises, as well as in prohibited areas outside the premises or closer than 10 meters to the entrance of “ExPorto.”

 

4.10. Consuming alcoholic beverages outside of designated areas, i.e., cafes and restaurants, or being within the premises or surrounding area of “ExPorto” under the influence of alcohol or psychoactive substances;
Arriving at “ExPorto” in inappropriate clothing and/or in a state of undress.

4.11. Riding scooters, electric scooters, roller skates, skateboards, or bicycles within the “ExPorto” premises, or using the car parking lot or terrace for such activities.

4.12. Entering or staying in the “ExPorto” premises with large animals, except when muzzled and/or on a leash.

4.13. Parking vehicles in unauthorized locations, failing to comply with traffic signs/indications, or markings on the road or curbs.

4.14. Blocking entrances to the “ExPorto” premises and parking lots or improperly using pedestrian paths, sidewalks, hallways, and vehicle parking spaces.

4.15. Bringing easily flammable or explosive materials into the “ExPorto” premises or territory.

4.16. Bringing firearms, sharp objects, or special equipment into the “ExPorto” premises or territory, except in cases where official duties are being performed.

4.17. Allowing open flames within the “ExPorto” premises or territory (e.g., candles, fireworks, torches, etc.).

4.18. Failing to comply with the fire safety regulations prescribed by the laws of the Republic of Latvia and using fire safety equipment, such as fire extinguishers, fire alarm buttons, fire cabinet equipment, etc., without authorization, except in case of a fire or other emergency.

4.19. Using the emergency evacuation stairs and doors of “ExPorto,” except in cases of an emergency situation where evacuation has been announced.

4.20. Failing to immediately vacate the “ExPorto” premises and territory upon hearing the fire alarm siren or evacuation announcement.

4.21. Leaving shopping carts in unauthorized areas outside of the designated cart parking locations within “ExPorto” or its territory.

4.22. Organizing or conducting any events, campaigns, charity actions, or mass gatherings within the “ExPorto” premises or territory without prior written approval from the “ExPorto” administration.
Distributing coupons or other marketing/promotional materials without prior written agreement with the “ExPorto” administration.

4.23. Placing or using movable advertising trailers or vehicles with advertisements (or similar objects) without prior written approval from the “ExPorto” administration.

4.24. Displaying advertisements, signs, flags, pennants, affixing notices, setting up audio, video, etc., without prior written approval from the “ExPorto” administration.

 

5. THE SECURITY OF “EXPORTO” IS AUTHORIZED TO:

5.1. Expel individuals who fail to comply with the internal rules of “ExPorto”;
5.2. Inspect suspicious individuals, objects, and similar items;
5.3. Detain individuals engaging in unlawful activities or violating the internal rules of “ExPorto” until the police arrive.

 

6. “EXPORTO” SHALL NOT BE LIABLE FOR:

6.1.Items, belongings, and other things left unattended or forgotten in the premises or territory of “ExPorto”;

6.2.The safety and security of electric scooters, e-scooters, bicycles, cars, and other vehicles parked in the premises or territory of “ExPorto”, as well as the belongings inside them.

 

7.”EXPORTO” PARKING LOT USE TERMS

GENERAL TERMS
7.1. These parking lot usage terms are binding on all users of the “ExPorto” complex parking lot. The parking lot includes vehicle parking zones, sidewalks, and adjacent areas (such as lawns, etc.), which are private property. Only vehicles that are registered in accordance with applicable regulations and are equipped with valid state registration plates are allowed to be parked in the parking lot. The compliance with the parking lot usage terms is monitored by SIA “ExPorto” (Reg. No. 40203256119, address: Duntes iela 19A, Riga) – the Operator.
7.2. Based on Articles 1428, 1535, and 1537 of the Civil Code of the Republic of Latvia, these terms are considered a contract for the use of the parking lot, which is concluded when the vehicle user parks the vehicle in the parking lot, thereby agreeing to these terms.

7.3. The parking lot usage regime, except for vehicles with subscriptions (permits), is daily from 00:00 to 24:00, for a fee according to the tariff rate.

7.4.For vehicles with permits, the parking lot usage regime and fees are determined in accordance with written agreements regarding parking lot usage.

7.5.The vehicle user is obliged to remove the vehicle from the parking lot by the end of the paid time – the expiration of the parking lot usage rights. If the vehicle user does not remove the vehicle, it is deemed that the vehicle user has again expressed the intention to use the parking lot, thereby entering into a new contract for its use.

7.6. Stopping and parking vehicles in the parking lot is only allowed in designated areas, in compliance with these terms, the road traffic rules set by the laws of the Republic of Latvia, informative signs, horizontal road markings, and without obstructing the use of the parking lot by other users.

7.7. The parking lot usage time is monitored using technical means, including video cameras, recording the vehicle’s state registration number (when entering and exiting the parking lot), and tracking the usage time. The vehicle’s entry and exit from the area are recorded by an automatic barrier system that captures the vehicle’s registration number via photo.

7.8. The compliance with these terms is monitored by the Operator’s representatives, using technical means (such as photo or video equipment), and the data recorded by the Operator’s representatives are considered as evidence of actual circumstances.


7.9. The Operator has the right to issue a post-payment invoice that may correspond to the daily rate according to the tariff if the parking lot usage is not paid for.

7.10. In case of a violation of Clause 6 or a prolonged violation (lasting more than 24 hours), the Operator has the right to move the vehicle or, based on Articles 1735 and 1736 of the Civil Code, exercise its right to detain the vehicle. The costs of moving the vehicle shall be borne by the vehicle user. The detention of the vehicle shall cease upon payment of the imposed fine.

7.11. Parking spaces marked with road sign 942 are designated for persons with a disability parking permit; however, payment for parking in these spaces must be made according to the parking lot tariff rate. Only parking spaces marked with road sign 942 do not grant free parking rights.

7.12. The vehicle user is responsible for the safety of the vehicle parked in the parking lot and the property inside it.

 

PAYMENT PROCEDURE

7.13. The parking lot usage regime is as follows:
7.13.1. Up to 15 (fifteen) minutes per day free of charge (free usage time);
7.13.2. After the free usage time ends, a fee applies according to the tariff rate (Tariff).
7.14. The pass fee is indicated at the Pass Payment Machine.
7.15. The vehicle user may use the parking lot under one of the following two types of prepayment subscriptions:
7.15.1. Unlimited subscription (24/7) fee – EUR 49 per calendar month (including VAT);
7.15.2. Weekday subscription (8:00 AM – 6:00 PM) fee – EUR 40 per calendar month (including VAT).

 

SPECIAL TERMS

7.16. The offering or promotion of advertising materials, distribution of goods, installation of devices playing advertising audio materials, or the placement of trailers with advertising materials is prohibited without prior agreement with the Operator. A fine of EUR 500.00 (five hundred euros) may be imposed for unauthorized advertising placement in the parking lot.
7.17. The parking lot’s security is overseen by the security staff of the “ExPorto” complex, and clients must comply with the instructions of the security staff.

7.18. The Operator is not liable for:
7.18.1. The vehicle left in the parking lot and its safety, the property inside it, and its security;
7.18.2. Items, belongings, and other things left unattended or forgotten in the parking lot.

 

7.19. The “ExPorto” Security has the right to:
7.19.1. Invite supervisory authorities to record violations and impose administrative fines in case of a breach of regulations or these Terms;
7.19.2. Take photo and video evidence, which will be considered as proof of the actual circumstances of the violation;
7.19.3. Check suspicious individuals, items, etc.;
7.19.4. Detain persons committing unlawful activities or violating these Terms until the police arrive.

PHOTOGRAPHY AND FILMING OF EVENTS

 

Information about the data controller SIA “ExPorto” organizing events in the multifunctional entertainment and recreation complex “ExPorto,” regarding photography and/or filming, storing, and publishing photos/videos at the complex located at Eksporta iela 1A, Riga.

In Latvia, the General Data Protection Regulation (GDPR) came into force on May 25, 2018.

1. In accordance with the provisions of this Regulation, we inform you that events organized by SIA “ExPorto” at the multifunctional entertainment and recreation complex “ExPorto” at Eksporta iela 1A, Riga, may be photographed and/or filmed to create the public image of the complex, ensure its recognition, publicity, and promote the events and marketing activities organized by the complex.

2. By participating in and attending events organized by SIA “ExPorto” at the complex at Eksporta iela 1A, Riga, event participants and/or visitors may be photographed and/or recorded on video.

3. Given that photographs/videos from public events at the complex may be published to protect the legal interests of the complex and ensure recognition, the materials will be made available to the general public. Photographs/videos may be processed electronically and published on the complex’s website, social media profiles, or in any mass media.

4. You are entitled to request access to your personal data held by the data controller and obtain clarifying information about what personal data the data controller has, for what purposes the data controller processes this personal data, the categories of recipients of the personal data, information about the retention period, and the criteria used to determine the period. If the data subject believes that the information held by the data controller is outdated, inaccurate, or incorrect, the data subject has the right to request the correction of their personal data.

5. The data subject has the right to request the deletion of their personal data or object to the processing of their data if they believe that the data has been processed unlawfully or is no longer necessary for the purposes for which it was collected and/or processed.

6. The data controller informs that the personal data of the data subject cannot be deleted if the processing of the personal data is necessary:
6.1. to protect the vital interests of the data subject or another individual, including health and/or life;
6.2. to establish, exercise, or defend legal (lawful) interests of the data controller and/or a third party;
6.3. to protect the property of the data controller;

7. The data controller will store the obtained photographs and/or video recordings until the moment the legal interest is ensured. Information obtained during public events organized by the complex is used to create the public image and recognition of the complex. Therefore, such information may be stored independently as long as it is still useful to achieve the intended purpose.

8. Personal data obtained during events organized by the complex will not be disclosed to third parties, except in cases where it is required by applicable laws or requested by law enforcement authorities.

9. The data controller SIA “ExPorto” does not assume responsibility for photos and/or videos containing personal data taken at events organized by third parties in the complex’s premises and/or territory at Eksporta iela 1A, Riga, LV-1010. In such cases, you have the right to object to being photographed and/or filmed by notifying the photographer/operator during the event or by contacting the event organizer.
